Kelly is a qualified social worker and works across SEND and social care to ensure high quality social care input and engagement with the Education, Health and Care needs assessment and planning process, and the wider SEND framework.  

The role of the DSCO

  • To champion and role model a culture of continuous improvement for SEND, both within the organisation and at a regional and national level.

 

  • Engage with national DSCO community of practice and regional social care networks.

 

  • Facilitate effective local partnerships with information, advice, and support services, additionally with the voluntary and community sector.

 

  • Co-develop clear pathways for children and young people ‘not known’ to social care.

 

  • Represent LA SEND at key regional and national events, providing professional advice on SEND reforms relating to social care within the city.

 

  • Negotiate with and influence others, build and nurture effective partnerships, working with a wide range of partner agencies and services across the LA to maximise opportunities for co-production.

 

  • I am a ‘critical friend’ providing quality assurance in social work/ early help advice for the SEN Support/ EHCP process.

 

  • Working across the services within the city to develop social care aspects of the Local Offer that provide relevant advice and information and meet all legal requirements.

 

  • Take an active part in the short breaks working group.

 

  • Attend and take an active part in SEND panel and improvement groups as needed. To approve Social Care advice as party of the EHCP process and identify areas for improvement and development to take forward with the wider social care workforce.

 

  • To promote the active participation and involvement of a wide range of users and stakeholders to ensure the views and experiences of and their carers influence service review and design and contribute to local and national strategic and decision making.
